Profile

Prior to joining the faculty, Professor Schoeni was a U.S. Air Force judge advocate (2004–25), where he served as a trial and appellate litigator, worked extensively in security cooperation especially in Latin America, and specialized in government procurement law.  Prior to the military, he clerked for Justice Jerry Larson of the Iowa Supreme Court. 

Professor Schoeni has also worked as an adjunct since 2016, first at King’s College London (2016–23), where he taught a course on defense procurement law in the European Union, and in the George Washington University Law School’s Government Procurement Law Program (2022–present), where he teaches the program’s two core courses, Formation of Government Contracts and Performance of Government Contracts. 

His scholarship has spanned a number of government procurement-related subjects, but his current research interests concentrate on three areas: defense procurement, trade and public procurement, and state and local procurement.  His writings have also won several awards, including the ABA’s Standing Committee on Armed Forces Law’s Keithe E. Nelson award and the Air Force JAG Corps’s Thomas P. Keenan award for operational and international law.

As the NCR Distinguished Professor of Law and Technology, Professor Schoeni also directs the law school’s Program in Law and Technology.
