Profile

Dr. David Morgan is currently Lead Program Manager and Advanced Tactical Acquisition Corps (ATAC) Coach at the Acquisition Excellence & Program Execution Directorate, Air Force Life Cycle Management Center. Prior assignments include Deputy Chief, Air Force CBRN Defense Systems Branch at Aberdeen Proving Ground, MD, and SBIR/STTR Program Element Monitor and Action Officer for the Director, Acquisition Career Management (DACM) for the Program Management (PM) career field at the Pentagon. Prior Program Management roles at Air Force Life Cycle Management Center include Business Enterprise Systems, Foreign Military Sales, ACAT I production retrofit, and Services Contracting/COR. Dr. Morgan also worked in the Contracting Career Field; assignments included Cost and Price Analyst, as well as Contract Negotiator.

Prior to Civil Service, Dr. Morgan worked in industry as a Mechanical Engineer, Applications Engineer, and Project Manager. He is currently an adjunct instructor for the UD MSL in Government Contracting and Procurement Program as well as the online MBA Program.  He also spent nine years teaching for the Undergraduate Organizational Leadership Program at Wright State University.
