Profile

Before law school, Mr. Gray served as a U.S. Navy Officer for ten years, and served for one year as an O4 Senior Communications Officer in Helmand Province, Afghanistan. 

Irvin Gray has been a practicing government contracts attorney since 2009. 

Mr. Gray has advised on approximately $10 billion of federal prime contracts and subcontracts during that time.  

As a Contracts Attorney for the U.S. Army Corps of Engineers, he advised on a wide variety of contracts from the initial phases until closeout, to include contentious issues like bid protests and contract disputes. 

As an in-house counsel for a Honeywell subsidiary, he advises senior leaders on an $11 billion federal prime contract for the U.S. Department of Energy and a large variety of commercial subcontracts for supplies, services, construction, and real estate. 

Mr. Gray has been providing contract management training for over 10 years for coworkers and peers on a variety of topics from source selection to emerging regulations. He has been the main facilitator for the National Contract Management Association (NCMA) Certified Federal Contracts Manager Online Preparation Course since January 2022. He has been an instructor for the Department of Energy's National Training Center Contractor Acquisition University since June 2022 focused on Contract Types and Source Selection. In 2021-2022, he co-developed and co-presented a National Education Seminar entitled "Contract Lifecycle" at national training events for the NCMA. He has written a monthly article entitled "Clause Corner" for NCMA's Contract Management magazine since February 2020. He has been the Chapter President for NCMA Kansas City since July 2020. 

Mr. Gray's hobbies include crossword puzzles, chess, and baking.
