Profile

Donna Starr-Deelen began her teaching career as a Teaching Assistant in the Foundations of American Law and Legal Education Program at Georgetown University Law Center in Washington, DC. After earning her LLM degree in International and Comparative Law at Georgetown, she worked in law firms in Antwerp, Belgium and Bonn, Germany. In addition, she taught at numerous universities and law schools including the Central European University (CEU) in Prague, the American European Summer Academy in Austria, and Flinders University Law School in Adelaide, Australia. Most recently, at the University of Baltimore Law School, she taught the Law of the US course in the LLM program for foreign attorneys. Due to her experience and interest in Public International Law and Human Rights Law, she also coached the Jessup International Law Moot Court Team at UB Law.

She completed her PhD at the University of Bradford, UK and is the author of several publications including two books: Presidential Policies on Terrorism: From Ronald Reagan to Barack Obama (2014) and Counter-terrorism from the Obama Administration to President Trump: Caught in the Fait Accompli War (2018).
